Special Campaign Underwear

kuempeljockey.jpg The Texas Ethics Commission has no power to investigate ethics on their own, but can respond to sworn complaints. This year they have fined a handful of legislators, including Representative Edmund Kuempel for use of his credit card for purchases not related to the campaign. Among the charges was $70 at the Jockey store. Hey, if Kuempel believes special campaign underwear gets him elected, who are we to judge? Surely that would mean I could expense Veuve Clicquot to my campaign because I believe Veuve gives me the power to speak eloquently on the issues!

Texas legislators slapped down the plastic to charge more than $1 million in political expenses since January 2005, but failed to disclose who actually received the bulk of the money, nearly $900,000, the analysis shows.(Chron)
Of that million dollars the Chronicle found, three legislators have been fined.
  • Rep. Jonn Davis, R-Clear Lake, who received a $1,000 fine last November for failing to explain $42,000 in credit card charges over two years.
  • Rep. Edmund Kuempel, R-Seguin, who was hit in June with an $8,500 fine — one of the largest fines to arise from a sworn complaint in the commission's history — for failing to detail $80,800 in political spending during a two-year period.
  • Rep. Sid Miller, R-Stephenville, fined $800.
  • Rep. Bob Griggs, R-North Richland Hills, fined $3,600.
  • These are some pretty nit-picky fines by the TEC. I like how it made the front page of the Houston Chronicle, though. I be the folks over at the Ethics Comission are all like, "Boo-YAH! We're pimp man. We totally busted and fined those scofflaws!" But, note to Ethics Commission: If a newspaper in Houston can find a million dollars in non-reported expenses and you only fined legislators for about $120,000 of that why are you so excited? It's clearly time we give the Texas Ethics Commission the authority to investigate, audit and fine/punish elected officials without sitting around with their thumbs up their ass waiting for someone to file a sworn complaint.

    Oh, and nice underwear Edmund.
