Does this qualify for martial law?

The bridge collapse in Minnesota was certainly catastrophic. Will the president declare martial law while Homeland Security assures us that is was not terrorism and merely a poorly constructed bridge? (CNN)

This does nothing to soothe my irrational fear of bridges.

Perhaps if our Ruling Class were spending a Half Trillion war dollars on the Rotting Infrastructure that was once the Great Republic of the United States of America, instead of invading the Middle East on behalf of the oil industry and Israel, we might not be witnessing domestic horrors such as this.
Maybe it's time the world's billionaires were made to start sharing their wealth here at home and abroad for improvement of the society. Rotting bridges is not too difficult to remedy, is it?
