Tom Delay creates TRMPAC to illegally funnel money into State House races. Bill Cerveha is the treasurer. TRMPAC buys a Legislature that elects Tom Craddick as its Speaker. This Legislature ignores pressing issues like school finance to create an unlawful mid-decade redistricting map. Coming off this map, Speaker Craddick appoints Bill Cerveha to the ERS board. Bill Cerveha and the ERS purchase 80,000 shares of KCI, a company owned by notorious voucher proponent James Leininger.
Flash forward 3 years.
Tom Delay is forced to resign from Congress, but is unable to manipulate the system to get off the ballot. He is now destined to be beaten by a Democrat he forced out of office. TRMPAC and its national counterpart ARMPAC are shut down. Bill Cerveha is bankrupt from losing in lawsuits brought by former House members he knocked out of office. The map he helped purchase is redrawn to give more of Travis county to Democrat Lloyd Doggett. It also leaves Republican Henry Bonilla very vulnerable in coming elections. KCI loses a lawsuit, causing its stock to plummet 41%. James Leininger loses $221.76 million dollars.
