OK so this is a little weird.

When you go to TLO to search for a bill, you have the option of searching by author. When you click on author you get the names of all the reps, the senators, and for some reason 5 other dudes: Robert Eckels, Ted Houghton, Joseph Krier, William Madden, and Michael Stevens.

Krier, Houghton, and Madden were appointed by Perry to the Study Commission on Transportation Financing. Stevens is another transportation guy with ties to TLR. Eckels is the all-powerful Harris County judge.

I'm sure it's just some weird mix-up, but why do those 5 guys get Capitol ID numbers and why are they popping up as authors to bills?

Their names don't appear on TLIS (Texas Legislative Information System). So only those of you lucky enough to be outside of the Capitol are forced to see 'em.
