The telecom bill somehow made its way through both houses this Special. You know, the session that was called to fix school finance? You remember...Perry vetoed the budget demanding the legislature act and not let 'activist judges' legislate from the bench and then Dewhurst declared that nothing was getting through the Senate until school finance was done?

If Perry signs the telecom bill how long before we see the ads saying the Governor cares more about big business legislation getting passed that favors a tiny few companies and leaves thousands of children in dirt-floor schoolrooms across the state?
Yes. As this wore on, I developed a perverse fondness for Craddick because he is is so tactless, no gift of gab, or all the wrong gab.
The real test of a great politician is when he or she explains in a session to improve public school finance they could not agree on a teacher pay raise but could agree on a bill to help their retirement. (I know the issue and think Duncan is a great member). If I was running against an incumbent thats all I would say..over and over and over. If I was a Republican I would blame the Speaker and endorse another, or plan on not coming back.
The Governor won't sign the bill....however it doesn't need a signature to become law on September 1st (2/3 vote from both Senate & House). He won't veto because of the campaign money involved. His spin......the House and Senate passed it .....I didn't do anything, like I promised, because school finance was my number one priority.
If Perry doesn't sign the bill, it won't take effect until the 21st day after the lege adjourns -- September 9, by my count. I don't know enough about the bill to know whether it makes any difference if it takes effect September 1, September 9, or November 18 (if it hadn't gotten 2/3 vote). Might come down to "Do you want to get screwed now or later?"

Yeah, the bill SAYS September 1 -- but it doesn't take effect until Perry signs it or the 20 days runs out. My point was, for it to take effect September 1, he's gotta sign it.
