The device is is an amplifier for the microphones on the House floor. This is the first session they have been available to assist Representatives who have a difficult time hearing what's being said in the House Chamber.

I have perfect hearing, but I've had a very difficult time hearing what's being said in the House Chamber. I don't understand it, but I know it when I hear it, and I hear tonguesssss. Well, maybe just hate.
Bill is sitting next to me (I can hear Bush in the background)JUST JOKING! The ear piece allows members to hear the debate directly from the mike. This eliminates background noise.
