PERRY CAVES. Community College Funds Restored

In a rare mea culpa moment, Governor Perry restored the vetoed funds to state community colleges. But, he didn’t really offer up a mea culpa. You know, can’t ever admit you’re a dipshit. I mean, we all know it, but to admit it would be a different thing altogether.
If you don’t admit it was a bad decision do we still have to give you credit for doing the right thing? Because we really don’t want to.

Wasn’t a cave, proportionality got imposed.
Imposed? OK, I’ll bite. The Governor accused colleges of fraud and took all their funding for one year for employee healthcare benefits as punishment. Now, he agrees to reverses his own veto after a summer of hanging in a tree like a Pinata getting beaten-on by the press and legislators, seems like a cave to me. In the end, the schools got all their money back. What a waste of time by Perry and his staff over a budgeting rule that the Leg had already agreed to - but what else is new with Mr. 39%.
You’re wrong, actually. Proportionality didn’t make it out of the Lege this session. Perry’s staff did make a mistake in that they thought budget execution authority still existed when in fact it was removed. Without that authority, it took quite a bit longer to figure out what the hell to do about the veto.
But the CCs were always going to get this money back in some fashion.
If it was all about a mistake over budget execution by the Perry’s staff, why did his press people (and the Gov in an editorial) say all summer that the colleges weren’t getting any money back? Maybe it was time to get out of the tree.
